CHILDBRIDGE COMMUNITY SERVICES: Adoption
Youngsters have a chance to enjoy life when they have a loving parent.
Children with special needs deserve to have a loving, safe and permanent home. Little City Foundation works primarily with children that are Wards of the State, as well as private adoptions and infants served under the Safe Haven Law.
We seek loving families who can serve as an advocate for children with special needs. Our staff are Licensed Child Welfare Specialists in the State of Illinois and are trained to work specifically with children with special needs. Through a comprehensive, case management approach, families have access to the following services:
- Weekly/bi-weekly case manager visits
- 24-hour emergency assistance
- Assistance in applying for all eligible adoption assistance/subsidies
- Representation in necessary court proceedings
- Counseling on impact of adoption on children and their adoptive families
- Assistance in Search for Biological Family
Little City Foundation is qualified to perform the following adoption services:
Private Adoption Studies
Private Illinois Adoption Studies are required by Illinois families adopting children, which also live in Illinois.

Private Interstate Adoption Studies
Private Interstate Home Studies are required by Illinois families interested in adopting children that reside outside of Illinois. Occasionally, families from Illinois involve adoption agencies licensed in other states that are unable to perform Home Study services in Illinois.
Little City Foundation cooperates with and prepares Interstate Adoption Studies on behalf of these agencies. Private Interstate Adoption requires prospective adoptive parents to become Licensed Illinois foster parents prior to adoption.
The Interstate Compact offices in both the state where the adoptive families reside and the states where the adoptive children originate must approve private Interstate adoptions. The agency is familiar with these procedures and communicates regularly with the Illinois Interstate Compact office, as well as with other state Interstate Compact offices throughout the country.
Most adoptions require that a final adoption report be completed and submitted to the Adoption Court before the adoption can be finalized. These are often referred to as “Investigatory Reports to the Adoption Court.” Little City can prepare these reports for families as well.
The Abandoned Newborn Infant Protection Act
The Abandoned Newborn Infant Protection Act grants parents and guardians immunity from criminal prosecution if they safely abandon their infants, three days old or younger, at a hospital, medical emergency facility, fire or police station.

Little City Foundation works in cooperation with the Illinois Department of Children and Family Services (DCFS) to place infants, who were relinquished under The Abandoned Newborn Infant Protection Act, into loving adoptive homes. Interested adoptive families must be licensed foster parents in the State of Illinois. Certain fees (covering costs of an adoption home study and post-placement supervision) do apply.
